The CA roads we are talking about, for the most part, have 55 mph speed limits for everyone. The interstates have the duel speed limits and pullouts aren't needed.

If you think that CA roads are so much different then the roads back east, you need to get out more.
I'm not following your point about a vehicle passing. When a vehicle passes, it disappears very quickly. Effectively, and for all practical purposes there is no one behind him. If he isn't slowing anyone down and impeding their progress, he isn't subject to the turnout requirement.
CA State highways are very different than any roads I've driven out East with the two major differences being the dual speed limit and the turnout law. Are there roads out east with these two constraints? I'm always on the road and I haven't seen any.
I'm really looking for tips on how to drive these roads in California. I'm not necessarily trying to draw a distinction between California and the rest of the country, however.
