Help me understand California Turnouts - Updated

I've been in California the entire month of May and I'm not digging driving around here. I started from Las Vegas, NV to Anaheim, CA, then to Los Angeles, Monterey, San Francisco, Yosemite, Clear Lak...

We've traveled in all states and find California no different. If you're going the RV speed limit of 55 and are 10 miles below regular cars then, yes, you'll get some backed up cars. Just pull over at the next safe spot. I don't see your problem.
