Help me understand California Turnouts - Updated

I am not aware of any dual speed limit two lane highways in CA. Passing lanes are just fine but frankly if you move over to the left too soon you will find idiots trying to pass you on the right with no room to spare before the lanes merge back to one. People in CA have zero respect for RV's and I have lived here all of my life.
