Help me understand California Turnouts - Updated

I've been in California the entire month of May and I'm not digging driving around here. I started from Las Vegas, NV to Anaheim, CA, then to Los Angeles, Monterey, San Francisco, Yosemite, Clear Lak...

Yes, And I also see the 65 posted limit reduced down to even 25 when going through some of the smaller communities - like Lone Pine. Then back up to 65 once you leave.
