Don't just call also write a letter. Cities hate a paper trail. The letter will get better results. I had contacted the city several times because the tree in the parkway roots were plugging our sewer every 3 months. No results from my phone calls. Once I wrote a letter and included the bills from the roto rooter company I got a call. They came out a week later and removed the tree. Then they put a baby tree in it's place.
I would go to the city and meet with the department manager and explain the situation. Offer to pay to have the tree removed and a new tree planted but out of the way.Be sure to take a witness with you and take notes. If that doesn't work go talk to your council person and get them involved.
