Help removing city tree blocking RV/Trailer parking.

There is a large city pine tree at the edge of my parents property by the street. It prevents their 32' 5th wheel from being able to get in the backyard. It nearly impossible to back in my 22' toy hau...

The post does not say it's just an issue with a branch that could be trimmed. Says it's a pine tree and unless Pine trees are significantly different in CA, the branches are up high and most likely not the problem. May have to start trimming with a horizontal cut which I suppose the city will object to.
