Help removing city tree blocking RV/Trailer parking.

I would approach the public entity and request an encroachment permit to cut a tree that is within the right-of way. You could indicate that it is dying, beetle infested, too much shade, or that you can't maneuver your trailer around it. It would then be your responsibility to safely cut and remove.

That's how it works in our neck of the woods.
