Odd note on city 'property' issue. My neighbor planted all new grass on his property. He asked the city whether is was all right to also plant sod on the parkway. He was told he would have to pull a permit for $400.00 first.
Now, I ask you: why should anyone pay for the privilege of improving the 'city property' with grass that duplicates the grass on every parkway in sight of the location specified? And furthermore, why would the city fine anyone for not pulling a permit?
Ny neighbor decided not only to refrain from providing grass, but also refrain form watering that area. So it remains brown and weedy.
