All states have different laws, and case law, both at the state and federal level has probably already defined when a motorhome is a vehicle and when it is a residence. Having said that, I think that it is safe to operate under the concept that when under motion, or temporarily parked at, say, a roadside rest area, the motorhome would be a vehicle, but when parked at a campground with utilities connected and leveling/stabilizing jacks deployed so it would not be readily movable, it would be a residence.
