If you add another washer, there will be more tension on the bars which will put more weight transfer to the front of the tow vehicle and back to the trailer axles. It may or may not raise the rear of the tow vehicle up a bit BUT, as I said earlier, you don't have to be concerned about the rear of the tow vehicle - as long as you are withing the rear axle limits. Trucks are designed to carry some weight behind their axles and will normally squat down some when loaded. As long as you get the front axle load where it should be then the rear will take care of itself.
If you also go to 5 links under tension you will be increasing the weight transfer a whole lot. I would not try both at the same time. You could try 5 links with the present 7 washers and see what you get. No harm in that and it is easy to do since you don't need to disassemble the hitch again.
