NEVER, NEVER EVER depend on sway control to keep the TT steady. Your TT should NOT sway with out any sway control. IF it does you have not adjusted the hitch correctly, and have not balanced the TT correctly.
Fix your sway problem, and then, and only then add sway control. Sway control is for those time when you have to suddenly induce sway by dodging a accident, or something in the road.
If you do not fix your sway problem. some day that sway will come out from under the sway control band aid and bite you. And to be honest. I have O sway at any speed. But I won't leave the house with out sway control. Never know when that deer may jump out in front of you
