I have that same latch on my new cargo trailer,
It has stuck twice.
Each time was when the temps dropped big time after a snow or rain. moisture on it froze and that kept it from releasing,
Take a hammer and tap lightly to push the latch back in the direction it would normally be going.
Would actually see little ice pieces fall out as I did it.
