Not really. If they were walking down the road/sidewalk, maybe. But they are on there site. Its no different than being drunk and rowdy in a hotel room.
If this campground allows drinking, they could kick everyone out for being drunk in public after 3 beers.
Sure they can be arrested. I've arrested drunks out of their front yards. Just depends on the situation, level of intoxication and their actions. You can advise them to go inside and sleep it off. They do, you leave and ten minutes later they are back outside doing it again. They go to jail. Simple stuff.
