.... Currently at New Melones Resevoir ( Tuolumne County, CA ) and about 1/2 of the weekday campers are either at the lower end of the economic scale or not even on it. Ancient RV, no tent but living ...

Full time RV living is not "homeless". You need an address aka domicile to register vehicles and to maintain a drivers license and mail and voting etc. The RV is your home and it's registered to a legal address somewhere.
