The best perspective I've ever seen is a documentary called "Seattle is Dying". It's a hard look at the problem of those who prefer to be homeless; and I think they quote something in the 90% range of all homeless have mental health issues and addictions. It's an hour-long video; and often painful to watch; but does offer solutions towards the end
