Now to answer your question YES. and that's not a good thing
Same for the electric element it will come on without water.. Till it burns up.

IF your water heater is an ATWOOD or like there is a foam pad with the letters E.C.O. and T-Stat on it. Remove one of the RED wires from the E.C.O. when you drain the tank, Reattach after you refill the water heater...
What does this do.. Prevents you from saying OH CH!!!! I did not fill the tank.. (I've forgotten the wire. and Why the )!Q@#$R did the fault..... oH I forgot the wire.) But I remember to fill the tank when that happens.
