Depends on how handy you are at fiberglass repair. Since you are asking I assume you have never done this type of repair.
The bumper is easy, straighten and paint.
The panel is a little more involved. Likely a little work to remove and straighten or replace the ladder. The rear panel will require removing the damaged "plug" and removing any broken shards then using some polyester boat resin to glue it back in place as close to original as possible. After cure, it will require a lot of sanding and filling before paint.
UNLESS YOU ADD FIBERGLASS CLOTH ON TOP OF THE REPAIR FOR ABOUT 3" ALL AROUND THE REPAIR WILL NOT BE AS STRONG AS THE ORIGINAL PANEL.
It might also be possible to replace the entire panel from the "belt line" to the bottom if you could find the right color/size panel.
A boat/RV repair shop is likely your best option.
