Consider yourself lucky on your prices of fuel !
Here in Ca. pretty much what Old Guy said.
Here for any reason whatsoever our prices jump, its winter ,higher price for the reformulated winter fuel, summer higher for reformulated summer fuel , heat wave back East we see a price spike , cold front back East we see a price spike.
Hurricane Harvey so far $.10 -.20 cent jump , and I'm sure more to come.
Usually just in time for spring travel they shut down a refinery for maintenance or a fire breaks out at one , yep price spike !
If that ain't bad enough , the liberal run Gov we have now wants to tax our water !
