Just did similar on Trona Highway on the way back from Death Valley National Park.
Car came around to pass me and suddenly two oncoming cars came over a rise. I and the oncoming cars each had tires on the sandy shoulder so this guy can pass in the middle. Three abreast on a narrowish two lane road. He was way over the limit once he was past us. I assume DUI drugs.
