As for needing to pass some sort of test to drive a RV. Maybe if driving something as big as the passing vehicle. But, you should be able to tow a short trailer /5th wheel or drive a class C with out needing a special test to do it. If not maybe part of the problem is the poor drivers education classes that they have for everyone these days. In MN ,at least, those classes have really gotten a lot worse then the class I had to take to get my license in 1979.
My concern with making people take a special test is that the test would end up (in time) being prohibitively expensive for all but the rich people and a lot of us would loose out on being able to enjoy RV'ing. And, if it done in the same way as a regular licenses is it would not help out anyway. You would be surprised at the poor drivers that I've seen pass the regular drivers license exam.
