We have also had this same situation and it was an endless job. The restrooms were not closed for cleaning, so it wasn't unusual to just be finished and in tracks the muddy boots before the floor had a chance to get close to dry. It is very discouraging especially when doing this type of job as a volunteer with no pay. I personally do not want mud on the bathroom floors, but could not do anything more than hose it down , squeegy and recheck them again later. We did them 4 X per day.
