Most likely they use either an
API (Application Programming Interface) or a Bot that uses a script to check for reservations. My guess is they are using a Bot that mimics how a person interacts with the Reserve America web site to check availability at a certain State Park. Not hard to do.

Actually, the developer makes it available on
GitHub. You would just need to know Ruby on Rails, AngularJS, Bourbon and Neat to use it.
To the OP, it would seem the developer's web site,
