I guess it depends on what voltages are up there. 12,000 volts is the "Normal" distribution voltage into housing tracts, so it can ark a long ways - say 12" in a rainstorm.
If the lowest line is only a telephone line, or cable TV, you are pretty safe with that one. But if it is 120 volts to ground from a large transformer, it might not be to safe to touch with a wet bare wash pole brush. And it matters if the high voltage is more than 6' away from where you might be standing.
Safe thing is find another location.
