California ......an experiment in deregulation that resulted in new utility companies recouping their investments (100's millions of dollars) in less then 2 yrs and consumers getting whacked with much higher electric bills.

Exactly! Your usage probably exceeded their base average and the California power companies have been given the ability to slam them with higher fees.
