Right on target: Low readings can create a large jump in billing when the meter is read onsite. If that happened, then the 'earlier bills' were too low and he owner paid less than he should have. This happens more than the power company admits, and more frequently when the season changes occur -- more heat in Winter, more A/C in Summer, and less use over-all in Spring and Fall.
