Mistakes happen (Reading the meter wrong)
Can a power outage damage a meter? not likely but when power is restored that's another story.. The old mechnical meters were very very robust, but I do not know about the new electronic ones.
Could the stnadby generator do it: If the generator is properly isolated from the mains, by a proper TRANSFER switch or system, then no, not a chance.
IF it was NOT properly isolated.. Then it's on you.
