The only time I will sit in a hot tub is when it's outside and the air temps are 32 or lower. If it's also snowing on the hot tub, it's perfect. Follow that with a nice, brisk walk through the snow in a wet swimsuit, back to the ski chalet, and it's one of the most invigorating and relaxing times one can have.
Down here in the Texas Hill Country, those 32 degrees or lower temps are kinda rare, but if it's in the 40s and windy, that'll do. As an alternative, fire up the bubbles and don't have the heat on, and that hot tub makes a wonderful cool tub for warm/hot days.
