I noticed the same thing. Brief look and you cannot see the whole thing, but it looks like the bolts are still there as well and maybe only four of them? Obviously it was not very secure.
Granted my trailer is heavier, but my hitch is attached to a steel plate with 8 or 10 grade 8 bolts and the plate is bolted to the truck frame with 16 grade 8 bolts. Took it off this summer (been there 8 years) to clean rust and repaint, back on with all new hardware.
