I guess here in the Great NW that the process is just too simple!
Empty or partly full take the cylinder a service station (Fuel Station), hook to filling equipment open the bleed valve, and fill until bleed starts spitting, or it automatically shuts off. 1.5 gal. or 7.1 gal. doesn't matter, you are only charged for the amount pumped.
