I need more information to determine how dangerous the conditions were
What was the rate of rain per min?
You state you were at 75 and he blew by you like you were sitting still and had to be doing 85. He was either going faster than that or he didnt actually blow by you...cause that doesnt happen on a 10mph difference. Dont exagerate.
