The laws in most states specify that the left lane is for passing, the right lane is to be used unless passing.

Any vehicle driving in the left lane at any speed under any speed limit, with open pavement ahead and one or more vehicles in close order behind, is obligated to pull over into the right lane and let the left lane traffic go. Period. End of story.

Unless you are a LEO, you have NO authority to enforce the speed limit. Attempting to do so is how we get road rage incidents.
