Insurance Issues Hosting in a Texas State park

We are considering a hosting job in a Texas State park this winter but in order to operate their vehicles they have strange insurance requirements. Anyone out there have experience hosting in a Texas ...

I hosted in one and could not drive vehicles because of insurance issues but could drive a mule and tractor. Didn't make any sense to me.
