Cuz ... that clown may take a shot at you when he or she eventually passes you. You never now what will trigger road rage, which is becoming all too common.
Also, I often travel under the speed limit, so some clown or other type wanting to pass me may not be breaking the speed limit when passing me or after passing me.
The speed limit is just that ... a maximum upper speed ... not a recommended speed.
