Your definition of an interstate would be totally wrong.
Interstate is a limited access multiple lane federal highway designated by the Red White and Blue Shield sign
A freeway is a limited access multiple lane road primarily funded by state or local money.
A highway is maybe multiple lane or single lane with open access and at grade intersections, it be designated as either a primary or secondary route,usually determined by traffic volume.
Secondary road is normally a one lane road could be federal state or local
tertiary road would be local county or town ,or farmroad and could be anything from a goat path to a multi lane.
At least that is my definition and understanding.
