A highway is maybe multiple lane or single lane with open access and at grade intersections, it be designated as either a primary or secondary route,usually determined by traffic volume.
Secondary road is normally a one lane road could be federal state or local
tertiary road would be local county or town ,or farmroad and could be anything from a goat path to a multi lane.
At least that is my definition and understanding.

Interstate = any multiple lane road in the same direction. Slow vehicle doesn't impede traffic (too much).
Highway = any single lane road with an area where there are short areas with more than one lane for passing.
