In previous threads I believe that the discussion really has been interstate vs non-interstate. no requirement just how rugged the non-interstate had to be. lots of "secondary" roads or other highways have added a bypass to take a lot of the traffic off of the main street in down town and skirted the small town.
my BIL always took US30 thru Nebraska instead of I-80 due to many trucks passing on I-80 throwing up rocks, etc. so he took the "secondary road". Spoiler alert, the view and scenery from US 30 was exactly the same as that from I-80. just didn't have a small town every 8 miles.
