I agree it can be a tough balance between being a self appointed policeman going the limit to pulling off so often you start to really lose significant time.
I try to go the posted limit but sometimes need to go at my safe limit. I do pull off to allow passing but not not always at every turnout.
Generally I prefer the secondary roads but often I am on the interstate because it is less miles and time.
