Yes I agree with section 2 saying that even if you are at or above the limit you can be considered a slow moving vehicle and should pull off to let the stack of vehicles pass. Of course the bigger you are, the more time and space needed to pull over safely might be once every 20 minutes and by then there is usually a passing lane at some point. If there is a sign of passing lane ahead I continue rolling.
