If 5 or more cars are stacked up behind you here in AZ on a two-lane highway where it is difficult to pass it is your legal obligation to move over when it is safe to do so, or via a turnout. It matters not if you are driving the speed limit. I don't see what is so hard to understand about that: if 5 or more cars are stacked up behind you, you are the problem.
