It appears there is no winner. The people that ignore the speed limit believe it is their right to break the law and speed, and somehow think a law abiding driver should get a ticket for driving correctly. And will never accept they can get cited for driving with the flow. Yes the flow can be stopped and ticketed Been there done that.
On the other hand. The ones driving the speed limit know they are doing no wrong. So lets just let it go at that.
