It may not give them that much ROI, and it is another item that needs maintained and kept up, as well as another place hackers can take over. A well established park might be better off using that money for grounds upkeep to keep the existing customer base happy.
It is understandable a new CG would need a website to get business going. Having online reservations also is a plus. But it might not be something all CGs have to have.
Becuase in any business, existing customers, die, move, get divorced, etc.
So you always need "new blood". I agree referral is always best, and if the campground, is that special if may be all it needs.
But for most business a good website, sure does not hurt
