Tenters do not need the infrastructure required for an RV site covering water installations, sewer installations and power installations. These items would be capital expenses spread out over 10-15-20 years but still have to be paid for. Also the site 'footprint' for an RV site is larger from a tax point of view and again whether graveled or paved it is a capital expense spread out over a number of years as well as access roads.
This is the correct answer. However everyone with Smart phones and tablets wants electric. Many WI state parks are getting tent sites upgrades to add electric. Guess what? They pay more now for those sites. Same is going to happen if a tenter rents a full hookup site or even just electric. Pay more for an improved lot, even if they don't use it.

ok folks lets put this toward the other shoe is it fair for a park owner to charge a lower rate then in the winter everyone breaks out the if not multiple electric heaters doubling or tripling his electric bill as they think electric is free
This is pure economics. Charge more during high season because people will pay it or get nothing. Most of the CGs in my part of the country make the majority of their income in the months of July and August. Lower prices in off season to entice people to rent the empty sites. Not that I would give them my business but there are some CGs do change extra for AC and electric heaters.
