The tenter or small RV owner comes in, takes a cheaper tent site, which also has power & water but needs to use the restrooms & showers which have to be cleaned after his use.
Something is wrong here. It costs the CG more to host the tenter/small RV/users of the facilities than those who use their own onboard facilities yet guess who pays the higher price?

Recently stayed at a "city owned" campground (Lompoc, CA)....
RV sites (w/full hookups) = $30. per night.
Tent sites (no hookups, of course) = $15. per night.
Tent sites are separate from the RV sites - different area, much smaller spaces for the tents.
The tenting area had lots of campers, including some folks M/C touring.
All seemed to be a good folks.
BTW - the tent area was next to - and behind the camp host's site.
Beat up SUV parks in the RV site next to me.
Guy & his son (and dog) set up a tent.
Dog didn't help - but kinda felt sorry for the dog.
All three would leave during the day - and return late at night.
After the second day Mr. Ranger evicted(?) them.
That may have been due to "attempting" to pay tent rate in an RV
site - or maybe they hadn't paid for their last night in the "iron ranger".
(Human Ranger would check sites -vs- envelope payments at 8AM).
Before leaving - they "re-organized" their possessions in the SUV, leaving assorted junk in the fire ring.
Dog left a gift by my picnic table.
The system was OK - except (IMO) "some" of the people using the RV/tent shower & restroom facility weren't campground "residents".
*Unfortunately* it was one (empty) RV space away from me.
My bad - I had other choices when I arrived.
There was a city park and small lake that was accessed via the same road as the camp sites.
Some ancient RVs would park in the two restroom parking spaces for several daytime hours.
One night, think someone was sleeping in their car in one of 'em.
(It was there all night - gal doing her make-up in the AM)
No "oversight" on who belonged in the campground and who didn't - except daily at 8AM.
(Guess that wasn't part of the Host's job description).
Anyway, the host - who cleaned the restrooms - may have been doing "double duty" including cleanup after non-paying "customers".
Also - the sites in close proximity to the host were well maintained, grass watered, etc. Others = kind of neglected.
BTW - campground recently raised the RV site price from $20. to $30. - - wonder why?
As you may have guessed - I won't be back..:(
Reminder to self: Send the above to the city of Lompoc.
It *could* be a nice facility with a little effort and better mgmt.
