How did you come to the figures of $225.00 to $1000.00 (is this CN or US?)?
As for police cost that always increases when more people are in the same area; think parades and protests and the heightened law enforcement they bring out. As well as possible O/T costs, increased sanitation and sewer costs.
Of course if your city of 1 million wants to pick up the extra costs I'm issue-less as long as NYC doesn't do business that way:B.
