I tried to install the tornado and use it according to the directions supplied. It didn't say anything about running while dumping the first time, but I don't see why that couldn't be done. Maybe it would have performed better, but probably not much. (I mean, it already did pretty darn well in the test! How much better could it have done?)
The directions definitely did say to mount it level though. There may be some benefit to pointing it at one corner or another as you suggest, or to modifying it. But I think those would depend on your tank configuration and where your "dead spots" were.
