It may look like some tow bar base plates only replace "Recovery" points, but they also have brackets behind the bumper that shift the towing strain back to the frame rails. Please be sure your bumper solution is designed for long distance towing.

Your concerns are duly noted. Yes, there's a fair amount of strain on those bumpers, in either direction of force. The aftermarket bumper folks, any brand, have usually done a fair amount of forethought on the strength needed for just about any torque application. They designed most of those "recovery" points/tabs with the ability to handle anything. And, since they are attached to the bumper, the bumpers need to be able to handle the strain too.
Most of the recovery tabs are welded on both sides, front and back of the bumpers or, they are attached with a bolt plate. Either way, it's pretty safe.
