I like PA and MD state parks in October and November. Most of the "summer campers" don't like to venture out when it starts getting a little chilly. I find that they are the type who blast music outside all day and light up the entire campground all night.
Come October/November you can enjoy sitting by the campfire in quiet comfort, look up at the stars at night, take peaceful hikes in the woods, etc.
Unfortunately you kind of have to take the good with the bad when you go camping. I've been with groups that stay up late and play cornhole until 9 or 10 at night (never past quiet time though). I'm sure that we upset someone, somewhere by doing that... too much light, too much noise, etc. Generally when we put the kids to bed around 7 or 8 at night, lights are off and we just enjoy the campfire, a game of cards, some drinks and conversation and head off to bed.
