The OP mentions having an annual pass. WY state parks offer an annual pass. I'm going to assume he's talking about public lands.
I'd agree that sounds like he's talking about public lands. Most state parks and the federal lands (USFS, NPS, BLM) have an annual pass. But that only gets you into the park...it certainly doesn't guarantee him a camping spot.
If he's talking about public lands, he either needed to reserve a site earlier, or be prepared to go earlier in the week and actually camp on the site until the holiday (occupy the site with his person or one of his family).
