I would look on Craigslist or ebay for a used Power Caster

I see them from time to time advertised used for sale they can be adapted to work with TT or 5th Wheels.
Another option is a forklift. That's what a lot of the manufacturers and RV dealers use. I've seen many advertised for $3000 to $4000.
One RV'er adapted his ATV to use as a tug to back in his 5th wheel. He had built a frame which put the weight of the 5th wheel hitch near the center of the ATV and still allowed him to ride it. The frame was removal with 4 pins.
