I do not condone what he did.
Let me repeat...I DO NOT CONDONE IT
But, there’s nothing that he did that can’t be cleaned or fixed with very little effort. The sun will will fade the graffiti on the rocks, or even a little high-pressure washing will take it off. In those pictures, there’s no permanent damage. The law stands and this fellow should be held responsible according to it. But the park is acting irresponsibly if they don’t take corrective actions as soon as possible. They say that this degrades the visitor experience, but that only happens if you don’t clean it up quickly. Park staff are hired and paid a wage to maintain the facilities, which includes vandalism. When my children spill water on my precious hard wood floors, I don’t wait for them to get home from school to clean it up...I take care of it so that no damage is done to the floors and then deal with the children later.
Climbing on my high horse for a minute...
Are the park authorities also looking for the countless people who vandalize the bathroom stall or stick gum to a park bench? How about those who throw their cigarette butts down in the parking lot? Litter and vandalism come in all kinds of different forms.
